Hi all my friends, May I ask one thing. In my project, step bolts issue to attach the concrete pole.

This step bolts threads are not enough for attach to the concrete pole. So, please mention me, How to improve attach this step bolts issue to the concrete pole. And Hilti Chemical can use?

is it just fix in the nut

Does it anchored using the grouts to a depth as specified in the drawing.

Anchorage via bolting by tightening in nut
You need to simply tighten it, ensure threads of nut and bolt matches with each other, if not then you need to re-thread the steel bolts.

Anchorage by chemical grout
you need to check for its pullout strength requirment
then the depth requirement for insertion using specified chemicals like Hilti Hit RE 500 or any suitable RE 250 may workout well as this is not a wet area.

After grouting of one steel rod bolt do perform pullout test on it, do check it meets the specified requirement and proceed.

Do ensure length of the step threaded bolt is = Width of the step required + Insert length in the column as per specification of chemical which is being used.
