If you read IS 383, it states clearly about fine aggregate and zones.

IS 383 - 2016, Page no 06, Clause Number 6.3
Fine Aggregates - The grading of fine aggregate, when determined as described in IS 2386 (Part 1) shall be within the limits given in Table 9 and shall be described as fine aggregate, grading zone I, II, III and IV. where grading falls outside the limits of any particular grading zone of sieves other than 600 Micron IS sieve by amount not exceeding 5 percent of particular sieve size, it shall be regarded as falling within that grading zone. this tolerance shall not be applied to 600 micron IS sieve.

If you see here, 600 Micron sieve is the only sieve which does not have passing % requirement in lapping with any other grading Zones.

So 600 micron sieve is the only sieve in deciding the zone of sand.
